"Today's top 20 Poster"
and
"Overall top 20 posters"

when I click it it says...

Maybe that's exactly what it means.
You probably don't have the privelage to access that page.

Usually you can select if you want that part of the board to be accessible to all members of the forum.

That's right.
For now, you can't access.
Why? Because the settings are like that, and I'm changing 'em only after second complaint.
